Cutting Corners; Student Loans

I went to Dwight Auditorium @ Framingham State College to obtain the Basic Educational Opportunity Grant (BEOG) check of $338, but had to fill out an acceptance form first.
Since the form required a notary’s seal, I refused to sign without a notary present.
I was told by the 2 women from Financial Aid office that the form would by notarized later – they said it was okayed by the Office of Education but could not elaborate.
I refused to sign & was told I would have to wait until after 4 pm today or tomorrow. Then I talked to Mr. Tosches, bursar, who agreed to notarize the form and did so. I picked up my check.
I asked if asking me to sign the form without a notary’s seal was legal & was told it was. When I asked if others besides me were being asked to sign for later notarization, the women refused to answer since I had no right to know but implied that others were being asked to do so.
Q: What authorization would the Office of Education have to the jurisdiction of a Notary Public? They can regulate their requirements but no notary can feel??? the rules no matter the circumstances.
